Project Location: Virginia Beach, VA
Contract Amount: $10,400,000
Project Description: This project involved the construction of a soundproof Aircraft Acoustical Enclosure at the Oceana Naval Air Station in Virginia Beach, Virginia. Commonly known as a "hush house," the new facility is a sound insulated building in which jet engines can be tested. The new facility will allow the Navy to test their aircraft engines around the clock, with no noise disruptions to neighboring communities of the Oceana Naval Air Station.
The facility is an 11,803 square foot single story prefabricated modular steel and concrete structure. The acoustical enclosure includes an air intake with silencers, high temperature exhaust silencing system, and a structurally isolated contiguous ancillary building to house the observation room, mechanical equipment room, toilet, and storage room. Construction of supporting facilities included site work, utility work, site demolition, and other project-related work.

Security was tight, and all employees had to be cleared by the Navy prior to working at the site. Additionally, all deliveries had to be carefully coordinated. T he project involved furnishing and installing an interior fire detection and alarm system, new electrical transformers, and an overhead transmission and distribution system. Also of significance was the new telephone distribution and telecommunications system. The electrical subcontractor was also responsible for the installation and interlocking of all instrumentation items. Due to the unique nature of this project, special attention was given to the fasteners used and any penetrations of the test Enclosure wall.
We are particularly proud of our management and quality control staffs for this project; our staff was onsite full time and this allowed for a fast response time as issues arose, and a greater communication between the ROICC office and ourselves. We strongly believe in empowering our onsite project management staff with the ability to make decisions and we feel this is a good indication of how we approach all of our projects.
